On misusing auctions to value stranded assets

Caveat emptor. All auctions are not the same, and it is not axiomatic that auctions are the best way to value stranded costs. In fact, there is no way to avoid the exercise of regulatory judgment, if only in approving the type of auction to be conducted, which can affect its outcome.
