A Stranded Cost Recovery Alternative: Adjusting the Equities

Allowing incumbent utilities the opportunity to recover most or all of their stranded costs, rather than assuring them 100 percent recovery, would both promote competition and give consumers something closer to the benefits they have a right to expect from electricity restructuring.
