Abstract :
Although its merits have been widely debated for years, performance-based regulation (PBR) has remained at the cusp of widespread acceptance in the United States. But with regulatorsʹ growing interest in reliability and quality customer service, the time is nearing when PBR will become the norm for ratemaking and for assessing still-regulated utility functions.
