Evolution of the California Independent System Operator Markets

In response to perceived flaws in the operation of California markets, the ISO has instituted redesigns such as separate regulation reserve markets, a rational buyer procurement scheme, and allocation of ancillary services by metered demand. The early evidence is that many of these changes are proving effective, but constant adaptability to changing conditions will be required.
