Abstract :
The restructuring of the Bonneville Power Administration is past due. Its mandate of rural electrification has been long accomplished, and at this point the only result from the current setup is to continue providing taxpayer-subsidized low rates to a segment of the Northwest population that is neither poor nor rural.
