Abstract :
The Bush Administration’s cap and trade program to comply with the Clean Air Act will substantially modify the New Source Review process. A cap and trade program without NSR could be better for both the power industry and the environment, if it were coupled to more aggressive emission reduction targets than currently proposed in Clear Skies.
