Firm-Specific Productive Efficiency: A Response

A recent article in The Electricity Journal made a valiant case for price cap formulae that include a “firm-specific productivity offset,” preferably one calculated using data envelopment analysis. Unfortunately, the experience of this method in real regulatory procedures shows that it is at best misleading, and at worst a source of dispute and uncertainty.
