The Electric Transmission Paradox

A structurally underdeveloped transmission system that continues to be subjected to uncertain regulation is unlikely to become a solid foundation for a more vibrant and competitive wholesale power market. FERC and the states owe it to American consumers to address and resolve the tensions that prevent coherent transmission policy from emerging out of their separate deliberations.
