What Next out West?

For the overwhelming majority of Western utilities no longer spending resources on a moribund RTO initiative, the question is, “What next?” The author encourages speculation, and offers a few suggestions: FERC has markets to regulate and it needs to be fully converted from its accommodative check on monopolies to a regulator of spot reserve markets. Also, a clear and concise line between government and self-regulation is indispensable.
