This Securities and Exchange Commission is untested on matters concerning the interpretation of the Public Utility Holding Company Act. Will the commission rigorously apply a narrow definition of “single-region” or will it take a more demanding view on interconnection requirements than an administrative law judge recently did regarding the AEP-CSW merger?
