Abstract :
Portfolio analysis borrowed from finance illustrates investors’ need to reduce the uncertainty of nuclear, coal and wind technologies. To manage these risks, the article proposes a new deal between government and the private sector that bridges the gap between investment realities and CO2 emission reduction goals.
