Abstract :
For a complex, common property resource, there is unlikely to be any simple allocation formula that will satisfy all users. In such a case, the aggrieved parties will simply have to do what others, with other energy networks, have always done: try to make a convincing showing that existing rates are not “just.” FERC has the procedures to deal with such questions under its enabling statutes.
