Sharp regulatory performance with blunt instruments

A regulatory environment is analyzed in which the regulator is uncertain about potential production costs and consumer preferences. A blunt instrument policy, consisting of either a price control or quantity restriction, is shown to perform well in maximizing expected surplus.
