Level of aggregation, variable elasticity and Wagnerʹs law

This paper contends that income elasticities of all types of U.S. government expenditures but one are constant and less than unity. The U.S. non-defense government expenditure is the only one that supports Wagnerʹs law, as it suggests this expenditure grows faster than income.
