New estimates of the benefits of vehicle emissions regulation

This paper estimates the social benefits of environmental regulation by examining the used vehicle emissions testing program. I present evidence that the Illinois program has lowered county ozone and carbon monoxide levels but not by enough to pass a cost-benefit test.
