Aggregate job matching and returns to scale in Germany

It is found that, in 1984, the German matching function shifted from increasing to constant or even decreasing returns to scale. Such a regime-shift is consistent with a move from a multiple-equilibria environment to a single-equilibrium state where policies lose effectiveness.
