Abstract
This paper determines whether workers are part of the beneficiary group when industries receive desired federal legislation. Industry supported legislation does not increase workersʹ earnings growth, suggesting that workers are not part of the beneficiary group. However, legislation opposed by the industry tends to increase earnings growth
