Project Delay: A case study of the Universal Basic Education (UBE) Buildings

The Universal Basic Education (U.B.E) buildings was located in each of the over seven hundred local government areas of Nigeria spreading through the nook and cranes of the country. Most of the earlier projects by the government do not enjoy this spread. At inception the UBE buildings were to be completed within three months and handed over to the local Education Authority for onward delievery to the respective school authority. However this was not to be as the project dragged on for over three years due to site, accessibility and some other problems. This report looks at the UBE buildings and assesses the causes of the project delay one of which, in this case, was the political nature of the project and suggested depoliticizing and payment of performance bond in subsequent government projects as a way out.
