Abstract :
Tourism industry planning (TIP) is not only planning for the industry’s visitors, but also it is planning for residents. If we want tourism industry to become a positive factor in local residents’ life this involves local people support and response and participation. Most of the TIP in developing countries does not consider HR development. Furthermore most of the plans of this industry support some fields of tourism that do not match human resource abilities and local people find participation in tourism industry (TI) a difficult task and therefore these programs are less useful than what it must be. The goal of this paper is identifying the ignored role of occupation opportunities in TI and presenting a good pattern for policy-making of developing countries in occupation planning in the industry in the third millennium with emphasis on Iran.
