Perfection of budgetary regulation at regional level

The article discusses the methodology of the regional budget regulation, designed to help improve the self-reliance of the territories of income, reduction in the number of subsidized municipalities and the elimination of counter financial flows in the region. On the example of the Vladimir region is carried out modeling of the relationship between the regional budget and local budgets on the proposed methodology. On the basis of comparative analysis identified the advantages of the proposed method of budget regulation.
