Environmental Policy under Imperfect Information: Comment

In a recent article in this journal Xepapadeas presented a budget-balancing mechanism to implement a policy leading to optimal emissions when only aggregate emissions are observable. However, as this comment shows, the proposed mechanism leads to multiple Nash equilibria and is not even incentive compatible.
