Optimal Procurement Contracts for Electricity Generation,

We describe optimal rules for the purchase of additional bulk power when potential suppliers include one or more independent power producers as well as the existing regulated utility. Assuming that the utility is obliged to provide transmission and distribution and that each firm has private information concerning the cost of generation, we show that the form of the optimal contract is sensitive to the number of firms and how these firms differ from the utility in terms of their cost structure.
