Factors limiting evaluation of health care programs for the homeless

With the current emphasis on health care cost containment, efforts to evaluate effectiveness, efficiency, and appropriateness of care have become increasingly important to the viability of programs for the homeless. A survey of 93 administrators of health care programs for the homeless has helped identify key information needed to evaluate homeless programs, along with actual and potential barriers to data collection and suggested approaches to overcome these barriers.
