Abstract :
In an age when the governments are electronically providing services and governance, the role of human resources cannot be denied due to his/her dominance over the knowledge element. For this purpose, the present study was conducted to measure the skills of human resources working in different governmental organizations. To assess significant indicators of the human resources working in Islamic Azad University – region 2, the data required were collected from the respective experts and professors by Delphi method. Finally, the data were statistically arranged and collected by cloze-test questionnaires in Likert Scale. Conforming to the global accepted standards which are technically, structurally and knowledgeably necessary for the establishment of an e-government, these indicators are obligatory for the human resources working in the governmentʹs body. The data so collected are analyzed by the techniques including descriptive statistics and t-test. The results achieved by such an analysis show that comparing to the mentioned requirements, human resources in this organization are technically at a weak point (especially while utilizing applied software and Internet); and they are in an acceptable level in respect of content and familiarity with internal regulations of the organizations and finally they have not an acceptable capability on the grounds of e-government knowledge and upcoming horizon of our country in the field of e-governance. Thus, considering the results so achieved as well as the theory based on which the living of the organizations is dependent on the knowledge of their human resources; it is suggested to provide some training for improving, adjusting and changing the indicators for the employment of human resources in accordance with the related organizations and individuals.
