Abstract
Paymentsareincreasinglybeingmadewithpaymentcardsdespitethefactthatthecost
of clearingacardpaymentusuallyexceedsthecostoftransferringcash.Weexamine
thispuzzlethroughthelensofmonetarytheory.Weconsiderthedesignofanoptimal
card-based paymentsystemwhencashisavailableasanalternativemeansofpayment.
Wefindthatafeatureakintothecontroversial‘‘no-surchargerule’’maybenecessaryto
ensuretheviabilityofthecardpaymentsystem.Thisrulestatesthatmerchantscannot
chargeacustomerwhopaysbycardmorethanacustomerwhopaysbycash.
