Abstract :
Risk-sharingimplicationsofalternativefiscalpoliciesarecomparedinastochastic
production economywithoverlappinggenerations.Exanteefficiencyisshowntobe
achievablewithoptimaltransfers,regardlessofdistributionalconcerns.ForCRRA
preferences, stylizedreal-worldpolicies(notablysafedebtandsafepensions)arefound
inefficientinthedirectionofimposingnotenoughproductivityriskonretireesandtoo
much onfuturegenerations.Safetransferscanberationalizedasefficientifpreferences
displayage-increasingriskaversion,suchashabitformation.Theubiquityofsafe
transfers suggeststhatgovernmentstreattheyoungasmorerisktolerantthanolder
cohorts.
