Abstract :
Barrierstolabormobilityacrosscountriescoexistwithsubstantialdifferencesinliving
standardslargelyattributabletoproductivitydifferences.Agrowthmodelwith
endogenouslabormovementsisusedtoassesstheeffectsonoutput,capital
accumulationandwelfareofremovingbarrierstolabormobility.Themodelis
parameterizedsothatitisconsistentwithevidenceonhistoricallabormovements,and
is appliedtotwocases:theenlargementoftheEuropeanUnionandthe(hypothetical)
creationofacommonlabormarketintheNorthAmerica.Themainfindingisthatthere
are largeresultinggainsintermsofoutputandwelfare
