Abstract :
Most countrieshavetaxprovisionsandsubsidiestopromotehomeownership.These provisionsgenerateanasymmetryinthetaxtreatmentofowner-andrental-occupied housing,whichaffectstheincentivestosupplytenant-occupiedhousing.Thispaper analyzesthequantitativeimportanceoftheinteractionoftheseprovisionswiththe progressivityofincometaxationinthecontextofanoverlappinggenerationsmodel with housingandrentalmarkets.Themodelreplicatesthekeyfactsobservedinthe economy,aswellasdistributionalpatternsofownership,housesize,andlandlord behavior.Themodelsuggeststhattheprogressivityofincometaxationcanamplifyor mitigatetheeffectsoftheasymmetrieswithimportantimplicationsforhousingtenure, housingconsumption,portfolioreallocations,andwelfarethatdifferfromthose reportedintheliterature
