Abstract :
A new-Keynesianmodelwithanominaltaxsystemisdevelopedandusedtostudythe
macroeconomiceffectsoftemporarytax-basedinvestmentincentives.Twoclaims
regardingtheeffectsoftheseincentivesareexamined:firstthattheyareoverstated
in partial-equilibriumframeworks;andsecondthatrepeateduseofsuchincentivesby
policymakerscanultimatelybedestabilizing.Theresultscontradictthefirstclaimand
implythatthesecondclaimisnotgeneral.Themodelisalsousedtocomputethe
predictedeffectsofaninvestmenttaxincentivethathasfiguredprominentlyinrecent
fiscalstimuluspackages
