Abstract :
Sincetheso-calledHartzIVreformsaround2005andduringtheglobalcrisisof2008/
2009, theGermanlabormarketfeaturedmainlydecliningunemploymentrates.We
developasearchandmatchingmodelwithheterogeneousskillstoexploretheroleof
structuralandcyclicalpoliciesforthisperformance.Calibratingunemploymentbenefits
to approximatelegislationbeforeandafterthereforms,wefindalargereductionin
unemploymentanditsduration,withthetransitionconcludingafteraboutthreeyears.
Duringthecrisis,theextendeduseofshort-timelaborsubsidiesthatpreventjobsfrom
beingdestroyedislikelytohavepreventedstrongincreasesinunemployment
