Abstract :
UsingdataonborderenforcementandmacroeconomicindicatorsfromtheU.S.and
Mexico,weestimateatwo-countrybusinesscyclemodeloflabormigrationand
remittances.Themodelmatchesthecyclicaldynamicsofunskilledmigration,and
documentstheinsuranceroleofremittancesinconsumptionsmoothing.Overthecycle,
immigrationincreaseswiththeexpectedstreamoffuturewagegains,butitis
dampenedbyasunkemigrationcost.Migrationbarriersslowtheadjustmentofthe
stock ofimmigrantlabor,enhancingthevolatilityofunskilledwagesandremittances.
Changesinborderenforcementhaveasymmetricwelfareimplicationsfortheskilled
and unskilledhouseholds
