Abstract :
Decentralization in education system requires a more than center devolution to local
offices, schools self- direction and curriculum planning based on zone and local needs
and participation of teachers and parents in decision making related to school, that all
above cases are under the name “school- based management”. The goal of this
research is to analyze needed platforms and barriers of school- based management
application in elementary schools of Urmia city, Iran. This research in terms of goal is
applied and in terms of data collecting method is descriptive in survey type. For
achieving these goal ideas of 72 managers, 357 teachers and 16 experts of education
and training offices are collected by quantitative approach (researcher made
questionnaire) utilization in elementary schools of Urmia, and then data are analyzed.
According to results, structural factor is considered with highest frequency and average
and cultural factor with lowest frequency and average is considered as dissuasive factor
in running school oriented management. Also analyzing one- way anova and obtained
numerical value for F, indicates that there is no significant difference between obtained
averages of groups’ ideas’ scores, in one case i.e. social- cultural factor. And in
remaining four factors difference is significant. So it is concluded that “social- cultural”
factor of sample persons’ ideas (managers, teachers, and experts) are close to each
other and there is no significant difference between them. Value of determined averages
for each of groups and their comparison also confirms this matter.
