Abstract :
Development of industries, despite of their excellent economic benefits, have some safety, health and environmental (HSE) risks. The oil refineries are through the high-risk industries, because of their inherent factors such as operating of many complex assets for producing the chemical materials. The evolution of petroleum refining from simple distillation to todayʹs sophisticated processes has led to use new risk analysis methodologies. The purpose of this paper is to identify and prioritize the failures of the assets according to the more important risk factors which are necessary for the risk analysis. The Risk Based Maintenance (RBM) technique has been used. Some of the risk factors considered in the RBM technique are employees’ safety, environment affection, operation downtime, maintenance and direct and indirect cost of operations, failure frequency and mean time to repair. This approach is performed in Crude Distillation Unit (CDU 100)of Abadan’s oil refinery. Delphi group method was used for data collection. Further increasing the safety of systems, reducing the environmental impacts and maintenance costs, combination of RBM with Delphi method can overcome imprecise and vague information. The result shows the prioritization of the assets according to their criticality. This approach also accounts a benchmark for future failures and seems to be considered as an efficient applicable approach in the oil and gas industries.
