Abstract :
EURSAFEthematicnetworkwasaconcertedactioninthesixthframeworkprogrammeoftheEuropeanCommission.Itestablishedalargeconsensusamongthemainactorsinnuclearsafetyonthesevereaccidentissueswherelargeuncertaintiesstillsubsist.Theconclusionswerederivedfromafirst-of-kindphenomenaidentificationandrankingtables(PIRT)onallaspectsofsevereaccidentalsorealisedintheframeoftheproject.Startingfromalistofallsevereaccidentphenomenacontainingapproximately1000entriesandestablishedbythetwentypartnerorganisations,106phenomenawereretainedeventuallyasbothimportantforsafetyandstilllackingsufficientknowledge.Ultimately,21researchareasforaddressingthesephenomenaregroupedaccordingtotheirsimilaritieswereidentified.Anetworkingstructureforimplementingandexecutingthenecessaryresearchwasproposed,whichpromotesintegrationandharmonisationofthedifferentnationalprogrammes.Asevereaccidentdatabasestructurewasproposedtoensurepreservationofexperimentaldataandenhancedcommunicationfordataexchangeanduseforsevereaccidentcodesassessment.Thefinalproduct,namedEURSAFE,isawebsitenetwork,,connectingnodeslocatedatpartnersites.AstheresultofanactioninvolvingR&Dgovernmentalinstitutions,regulatorybodies,nuclearindustry,utilitiesanduniversitiesfromsixEUMemberStates(Finland,France,Germany,Spain,Sweden,UK)plusJRC,threeEuropeanthirdcountries(CzechRepublic,Hungary,Switzerland),andUSA,EURSAFErepresentsasignificantsteptowardsharmonisationandcredibilityoftheapproaches,andresolutionoftheremainingsevereaccidentissues.
