On the Neumann-Kelvin Problem in Bounded Domains

A theorem on unique solvability for an elliptic problem in a polygonal domain with a second-order boundary condition on part of the boundary is proved. The relation with a well-posed formulation of the plane Neumann-Kelvin problem is discussed
