The argument in this paper is that, we all confront, collectively, a common and universal challenge in this transitional emerging global order; a challenge which is caused by exercising power while leaving aside responsibility. To solve the challenge at the global level, the author argues, we should think of an order at the same level and to bring a paradigmic debate which lays out some philosophic, moral and pragmatic foundations. The core argument is that the missing link that brings the two seemingly contradictory concepts, "power and responsibility" together is another foundational concept, namely justice. Justice is the key to the sense of responsibility, and without it the conceptual; and moral—and the end pragmatic—connection between power and responsibility will be impossible. In the light of different philosophical, intellectual, and cultural traditions, the term justice takes shape and meaning.
