Due to the formation of foreign policy which is based on a changing atmosphere, it is usually referred to by actors as a particular political behavior emphasizing on a continuous change and development. It is believed, therefore, that defining a particular aspect for foreign policy is impossible. For, the fixed principles of the Islamic discourse will accuse foreign policy of being rigid and to be criticized. The assumption of this article is that the fixed principles are one of the main elements that a successful foreign policy is based upon. Therefore, models of foreign policy will be analyzed in the first part of this article. In the second part, the fixed principles of the Islamic republic of Iran will be described. The fixed principles have been defined in three levels: The idea of foreign policy. Foreign policy as a behavior and The organization of foreign policy.
