At thi s study, an environmental impact assessment establi shment of Shahzand Industrial Estate in Arak
at the cent ral part of Iran was investigated. After collec tion of data and analysis of the findings, the
positive and negative impacts resulted from establishme nt of the industrial estate were investigated,
using the Leopold Matrix and Scaling checkl ist methods providing the managerial solutions in orde r to
minimize the environmental harmful impacts. The existing environmental situation was investigated
and then enviro nmental impact altern atives were determined. This was done reg ardin g to the amount
and kind of predicted pollutions for industri al estate at the construction and operat ional phases. The
environmental impact assessment of the investigated estate was studied at the three term s of immediate,
direct and indirect impact s at th e short, medium and long term . By expand ing of Leop old Matrix to four
parted matrix, in addi tion to amount, importance and extend of the impacts, the remaining duration of
impact in the environment wer e assessed as a separate factor in environmental impact assessment. The
results of the study with two alternativ es, such as; No (performance of the project with no concern for
environmental issue) and as yes (performance of the proj ect with application of the environmental
harmful impac ts) were studied in construction and operation phases. The impact assessment of "NO"
property resulted (-106 5), therefore the execution of project was rejected, but after redu cing the harmful
impact performance which were resulted (+1095) has been accepted. There fore, method of reducing
harm ful environmental impacts along with environmental management programs introduced and
accepted in this study.
