The sports management of the most important and the most difficult administrative functions in any complex seeks to take care of youth, and so they rely mainly on leaders and administrators, supervisors, employees, and all those working in the fields and vast Maadtha, and also depends on the institution second place at the facility, facilities, equipment and tools third-class research aims to : 1. Identify the obstacles to planning in the sports federations in Sulaymaniyah and Kirkuk. 2. compared obstacles in planning the sports federations between Sulaymaniyah and Kirkuk The approach to use descriptive method, manner survey of suitability and the nature of the research were selected sample way intentional and numbered (50) individuals representing the heads and members of unio‎ns in Kirkuk and Sulaimaniya and represent a rate of (6.59%) from the research community, including (25) individuals representing the heads and members of unio‎ns in Kirkuk and (25) individuals representing the heads and members of unio‎ns in Sulaimaniya, was chosen this sample of sports federations collective games (football, basketball, volleyball, handball), was chosen (4) consortia of individual games, namely, (athletics, football table, martialarts). The presentation and analysis of results and discussion of obstacles in planning sports federations between Sulaymaniyah and Kirkuk. After analysis and discussion of the researcher to the following conclusions: 1. In Sulaymaniyah sports federations facing many obstacles in the planning, including a lack of the necessary financial resources of the unio‎n and to rely on a system of voluntary work in sports federations and opposition administrators to change (resistance to change). 2. facing the sports federations in Kirkuk, many of the obstacles in the planning, which rely on a system of voluntary work in sports federations and the lack of unio‎n financial resources and lack of principles and criteria to test the members of the workers unio‎n commensurate with the nature of the required work done. an‎d researcher recommends the following: 1. The allocation of financial grants for planning, securing all necessary for the success of the planning process in the sports federations in Sulaymaniyah and Kirkuk means. 2. Urge sports federations in Sulaymaniyah and Kirkuk benefit from the experience of developed unio‎ns in the provinces of Iraq or outside Iraq
