The aim of this article is to find out how to make the SME sector contribute to the diversification of exports outside hydrocarbons in light of fluctuations in oil prices. Algeria as an oil country trying to diversify its exports and not rely on one product to avoid the effects of oil price fluctuations by activating the role of small and medium enterprises In terms of quality and competitiveness to penetrate the international markets and exit from unilateralism in export, they did not reach the number of institutions in terms of number and intensity to international standards, and was unable to upgrade and diversify exports outside the hydrocarbons sector due to the absence of competitive climate and economic efficiency in the (SMEs), as well as the need to re-examine the ways in which small and medium enterprises can be developed in terms of increasing their number and intensity, and directing them to invest in various sectors (industrial, agricultural and service) and products with competitive advantages.
