This research was dedicated for study one of the Rhetoric division, which is called (al Bayan). The Quraninc announcement uses al Bayan styles as techniques which are aiming to reveal some goals in the linguistic message which it is done only by these techniques. Moreover, a receiver will get more understanding of it when it is mentioned by these techniques, also the effect of these techniques on receiver and its role in being aware of what he had been announced to. It is very known that effective aspect of al Bayan on receiver, whether he was reader or listener. There are unequal levels of this effectiveness, so as when a person wants to tell and describe (announce) someone's courage he would say: This person is brave. so The teller is making announcement for all receivers about the courage of this person, but if he intends to introduce the same saying in more effective way, he would use a technique of al Bayan techniques as he would say for instant: He is like a lion or The triumphant lion came back to his people or The lion defeated all enemies, an‎d so on. For that, we have to know that each individual technique of al Bayan has a special level of effect and it is different from all others in context of speech. As this study analyzing the announcement system in Quran therefore we find that Quran uses techniques of al Bayan in determined contexts in the (al Sowar al Makkiya). One time it represents the aspect of effecting, understanding, and convincing as it be in technique of (Tashbeeh), and one more it represents the focus which contributes in building of the action, and that appeared in technique of (Isti'ara), and it works in another positions on convincing the receiver by affirming the description, and its steadiness on the personality of the sender, as it achieved in the (kinaya) technique.
