The protocol establishing the African Peace and Security Council included within the Council's mandate the task of implementing the rules of international humanitarian law. The study focused on the foundations on which the Council relies to carry out this task, and on the methods it relies on in implementation by including it in its agenda, and its cooperation with the International Committee of the Red Cross, and on adopting the principle of the responsibility to protect in order to activate the Council’s role in implementing the rules of this law. The researcher suggests: incorporating the provisions of international humanitarian law treaties into its regional instruments, training them, appointing qualified personnel in this field, and establishing a special committee on international humanitarian law working within the early warning mechanism.
