چكيده عربي :
تهدف هذه الورقة الى تناول العلاقة بين التنمية الانسانية بمختلف مكوناتها وعلاقتها بالتحول الديمقراطي، من خلال اثبات الترابط بين التنمية السياسية والتنمية الانسانية، او ما يسمى بمتلازمة التغيير السياسي والاقتصادي والثقافي، ذلك انه رغم الاختلاف بين الباحثين حول الاتجاه السببي ونوعية الارتباط بين متغيرات التنمية الانسانية ومتغيرات التحول الديمقراطي، وتحديد الموشرات الدالة لكل من التنمية الانسانية، كما وضعتها تقارير التنمية البشرية للامم المتحدة منذ 1990، والتعريفات الاجرائية للتحول الديمقراطي او الدمقرطة وموشرات التحول الديمقراطي او مقياس الديمقراطية، منذ اوائل الكتابات والبحوث العلمية التي تندرح في اطار الثورة السلوكية والمنظور التنموي في علم السياسة والذي حاول ان يفسر ديناميكية التحولات الكبرى: الاقتصادية والاجتماعية والثقافية والسياسية في الكثير من الدول والانظمة السياسية الحديثة النشاة، والمسارات التي انتهجتها لتحقيق التنمية وفق سياسات وايديولوجيات وبرامج تنموية معينة، وقد تاثرت معظم الدول العربية بذلك الخطاب التنموي وحاولت ان تمارسه في الواقع. ويتطلب تقييم مسار التنمية الانسانية في العالم العربي والتحول الديمقراطي صياغة علمية واعادة النظر في المفاهيم والاطر النظرية التي تتناول واقع التنمية والتحولات السياسية نحو الديمقراطية في العالم العربي للوصول الى تشخيص دقيق و صحيح للواقع و تحديد اسباب الاخفاق و النجاح في التنمية الانسانية و دور التحول الديمقراطي في تطويرها، لتصبح في ما بعد ضمن الاولويات الوطنية في صياغة برامج تنموية و ترتيبات موسسية تراعي الجانب الانساني و ترقية حقوق الانسان العربي و فتح المحال امامه في المشاركة السياسية بمختلف ابعادها، وهذه تمثل شروطا ضرورية ونوعية للنهوض من الركود والتخلف وبناء نهضة حقيقية في الوطن العربي و تنمية مستدامة.
