چكيده عربي :
يعتبر الارهاب الدولي من اهم المشاكل التي اصبحت تواجه العالم بحيث تعددت اشكاله و تنوعت دوافعه، فضلا عن ممارسات الدول التي تستخدمه او تشجع عليه و اختلاف مصالح الدول، و محاولة كل مجموعة فرض وجهة نظرها استنادا الى خلفيات تاريخية او سياسية، كما ان الدول لم تعد تتفق فيما بينها على تحديد مفهوم واحد للارهاب، فما يعتبر ارهابا عند البعض يعتبر دفاعا مشروعا عن النفس عند البعض الآخر، و هكذا غابت المعطيات واختلفت المفاهيم وزاد العنف وزاد التمرد و الطغيان، و خاصة بعد احداث 11 سبتمبر 2001 ، بحيث اقدمت الادارة الامريكية على اشاعة اوهام و نشر اساطير و افتعال احداث، بحثا عن عدو يليق بمقامها، و هكذا وجدت ضالتها في الارهاب الذي رات فيه بانه يقيم في المنطقة الاسلامية. وقد قسم العالم من وجهة النظر الامريكية الى فئة الاخيار و فئة الاشرار وقادها جنون العظمة الى وصف انظمة بانها مارقة وارهابية مما يستوجب القضاء عليها .

International terrorism is considered one of the most important problems facing the world, as its forms and motives have varied, as well as the practices of countries that use it or encourage it, and the different interests of countries, and each group tries to impose its point of view based on historical or political backgrounds, and countries are no longer They agree among themselves on defining one concept of terrorism, for what is considered terrorism by some is considered legitimate self-defense for others, and thus the data disappeared and concepts differed, violence increased and rebellion and tyranny increased, especially after the events of September 11, 2001, so that the US administration proceeded to spread a rumor Delusions, spreading myths and fabricating events, in search of an enemy worthy of her position, and thus she found her goal in terrorism, which she saw as residing in the Islamic region. From the American point of view, the world was divided into the good guys and the bad guys, and the paranoia led them to describe regimes as rogue and terrorist, which necessitated their elimination.
