From assuming the direct and indirect impact of the environment on economic development and human development as it includes the different dimensions of development, meaning that the unhealthy environment, which is the result of uncalculated agricultural, industrial development options, leads to the deterioration, depletion and pollution of resources, this will lead to the creation of a poor and unhealthy environment, This will cause human development to decline, and the result will be a decline in development in its various dimensions. It is an attempt to research the environmental and cultural conditions devoted to poverty, by presenting and reconsidering some of the traditional and modern development theories and perceptions, especially the perspective of development ecology and sustainable development. Therefore, in many countries in the third world, which have not exposed the environment to catastrophic changes, there are still opportunities for development and correcting the development mistakes that sacrificed the environment, but the difficulty does not lie in the poverty of the environment, but in the environment of poverty, which is an environment that is not necessarily physical: it is a cultural and political environment It inhibits innovation, independence and creativity.
