چكيده عربي :
ان التطور الديمقراطي في اي نظام مشروط بتوفير الآليات الكفيلة باستيعاب مختلف القوى السياسية وتوسيع وتنظيم مشاركتها السياسية.و تمثل النظم الانتخابية احدى اهم هذه الآليات و اكثرها تاثيرا على العملية السياسية ،لانها تعمل عمل الميكانزم الذي يضبط العملية و يكرس اساليب ممارسة الديمقراطية في شكلها الانتخابي بالنسبة للافراد و ايضا للاحزاب السياسية التي تتنافس في ما بينها و من ثم ضمان التداول السلمي على السلطة و اتاحة الفرصة امام مختلف القوى السياسية.و رغم ان النظم الانتخابية تختلف من نظام لاخر،الا ان تاثيرها على الحياة السياسية ولا سيما النظام الحزبي يبقى قويا في كل الانظمة وذلك بالنظر اليها من بعدين اساسين و هما: البعد الاول و هو البعد الذي يتعلق بشكل النظام الانتخابي و اجراءاته و مدى توافق هذا النظام و مختلف تلك الاجراءات مع الاطار الدستوري و مختلف التنظيمات التنظيمية و الادارية التي تحكمها. اما البعد الثاني ، فانه يتصل بالبعد التمثيلي و قيم التعددية السياسية و الاجتماعية و ذلك انطلاقا من ان الانتخابات تمثل آلية التمثيل السياسي.وعليه، فان اثارة اشكالية الانماط الانتخابية يطرح في اغلب الاحيان تساولين مهمين يتمحوران حول قدرة النظام الانتخابي الذي يتبناه النظام السياسي في استيعاب الاحزاب ومختلف القوى السياسية ؟ و ما مدى تاثير هذا النظام على المشاركة السياسية. انطلاقا من هذين التساولين،فان موضوع هذه الورقة يتمحور حول طبيعة العلاقة بين النظام الانتخابي بالنظام الحزبي و تاثير هذه العلاقة على المشاركة السياسية.

The democratic development in any system is conditional on providing mechanisms to accommodate the various political forces and expand and organize their political participation. For individuals and also for political parties that compete with each other, thus ensuring the peaceful transfer of power and giving the opportunity to the various political forces. Although electoral systems differ from one system to another, their impact on political life, especially the party system, remains strong in all areas. Regulations, by looking at them from two basic dimensions: the first dimension, which is the dimension related to the electoral system’s shape and procedures, and the extent to which this system and its various procedures are compatible with the constitutional framework and the various organizational and administrative organizations that govern it. As for the second dimension, it relates to the representative dimension and the values of political and social pluralism, based on the fact that elections represent the mechanism of political representation. Therefore, raising the problematic of electoral patterns often raises two important questions centered on the ability of the electoral system adopted by the political system to accommodate parties. and the various political forces? What is the impact of this system on political participation? Based on these two questions, the subject of this paper revolves around the nature of the relationship between the electoral system and the party system and the impact of this relationship on political participation.
