The modern democratic phenomenon calls us to reflect on the convergence of the political in its modern nature with traditional systems, and to research the presentity and renewal of what is traditional and the continuation of what is historical, especially in the local Arab societies, which are in a state of transition and change in which many contradictions and confrontations between what is traditional and classic (inherited), and what is modern (acquired), dominated by political, economic, social and cultural dependency, where these local communities live in a state of instability and permanent tendency, that is, in a state of becoming, formation and jihad. In this paper we will try to define the concept of civil society as well as the reality of political culture The local community in Algerian society, and to determine the extent to which members of society participate and practice the political process, and what are the basic data and determinants that they exploit in this, and the nature of the relations that bring them together, whether they are the result of understanding, cooperation and coordination, or they are partisan, tribal or kinship conflicts, and their role in Define social and political relationships. It is known that society consists of individuals belonging to different social groups, either through affiliation (professional organization, syndicate, association of old comrades, political party, artistic club, sports team, etc.), or through the individual's automatic position within the group to which he belongs. to it (family, [tribe], homeland, social class, etc.). In this or that affiliation, the individual plays a specific social role, according to the tasks entrusted to him, and he adapts to the patterns of behavior that the group considers valuable and important. It is an issue of commitment to the group.
