The independence of the municipality is demonstrated by leaving the matter of running its local affairs to its citizens, and since it was impossible for all of them to gather in one place on a continuous basis to discuss their situation and the priorities of their region, they had to choose someone to represent them on their behalf in this, so the electoral system is the main democratic means in doing so. The people choose their representatives at the local level, and it is important in controlling the selection rules and the impact of this on their ability to exercise their tasks independently, and the issue of their selection goes through different and frequent stages. We followed its stages, starting with the conditions that must be met by voters and candidates, to the distribution of seats, and the means and tools available to individuals and parties to protect their political rights and to maintain the legitimacy of voting on the other hand.
