The constitutional institution in Algeria has adopted the principle of the unity of the state's territory since independence and has relied on the decentralized administrative system as a method for managing this region. Thus, Algeria was divided into administrative units called the regional groups represented in the municipality and the wilaya, and they were recognized for administrative and financial independence once, and administrative independence and independent financial disclosure again. However, on the other hand, the legislator had another view by giving them another character, which is to re-adapt them as two non-centralized administrative departments of the state in order to preserve the unity of the state's territory. He granted these two regional groups broad and inaccurate administrative competencies, and at the same time imposed on them strict administrative and custodial control, which made the two regional bodies a mere decentralized administration subject to the central authority, which negatively affected the basic rules of decentralization enshrined in the constitution on the one hand and on administrative performance on the other.
