The study of the construction of Umayyad Naval Fleet is of great importance as it is an early model in which it shows the extent of the civilization development of the nation where it highlights the ability of the Umayyad State to meet the challenges to its ability to build a fleet within its capabilities. It also reflects the state's awareness of the necessity of developing the construction process by establishing specialized training centres under its supervision to prevent negligence and default. Although the study attempted a broad extrapolation of the contemporary historical sources of or near the Umayyad state, there were three groups of sources that added a lot of usefulness to the study. These are papyrus papers first, with their singular reference to navigational problems, maritime administrative regulations and contemporary financial procedures for the construction of the fleet. In addition, the legal documents and their importance in the possibility of accessing and identifying contracts for the construction of ships in order to clarify the extent of the development of the shipping industry.
